Parmesan Smashed Potatoes

3 lbs red potatoes
1 tablespoon plus 2 teaspoons kosher salt
1.5 cups half and half
1/4lb unsalted butter
1/2cup sour cream
1/2 cup freshly grated Parmesan cheese
1/2teaspoon ground black pepper

boil potatoes and salt
in small sauce pan heat 1/2 and1/2 and butter
put pot. in a bowl and mix to break them up. slowly add hot cream and butter to pot.
fold in the last of the sour cream and parm cheese and remaining salt and pepper
